How to file a paypal dispute?

Hi all,

A couple of months ago my sister bought a ticket on ebay for Leeds Festival. The festival starts tomorrow (camping started today) and there's no sign of the ticket. She's messaged the seller through ebay but no response. So what do we do now? I've had to buy a ticket from a tout, which is ok cos it was face value (£50 less than the ebay ticket), but I can't afford it if I don't get the ebay ticket refunded. As far as I know that shouldn't be a problem, because we should win the paypal dispute. But how do we start a dispute? I've never had to do it before and I haven't a clue how to.

    How long has it been? If it's literally been a couple of months, then it's too late.

    I think it was the end of June I'm trying to get hold of her to find out. I've just read about the 45 day thing, is there nothing we can do to get our money back?

  • How do you fund the Paypal account - if it is by Credit Card then you should be able to do a chargeback.

    Cue everyone arguing about the clash between Paypal and Section whatsit!!

    The 45 days is completely fixed, apart from the Michael Jackson scenario (for which they made some very odd new rules and requirements) the 45 days is never extended.

    The only hope is either through a credit card claim if payment was funded that way, or try small claims. For small claims though you will need a postal address for the seller and of course even a win does not guarantee you your money back.

    Yes you can, but you need to be very firm with the card company. I did mine with HSBC who were actually OK about it, some other card companies will try and argue out of it. It;s better to try anyway than just lose the money.

    She should start by phoning ebay and requesting the sellers contact details (phone number and address), then PHONE the seller, asking where the tickets are, and either insist that they either pay for them to be brought round in a taxi immediately, or give a full refund.

    If they don't cooperate, I would write a recorded delivery letter to them, stating they have 7 days to give a full refund of <amount>, otherwise you will be starting a small claims court procedure against them.

    login to your ebay account,click the item number once in eBay and then "report an item not received" in the drop-down box under actions on the right-hand side of your screen. You will be taken to a different screen, where you should click the blue "proceed with dispute" box.
    Click "continue to Paypal"
    sign in to paypal account
    Click the "find transaction ID" button.
    Select "I haven't received my item"
    Select the category of your purchase using the drop-down box on the next screen. Fill in a detailed explanation along with dates, times and contact with the seller.
    Click "go to resolution center" to cancel, revise or escalate the dispute. Once you cancel the dispute, it cannot be reopened, so be sure you are satisfied.
    Escalate the dispute into a claim if the seller has not responded nor offered restitution for your lost, damaged or insufficient merchandise or service. Paypal will then decide what action needs to be taken next or just refund your money.

    It's beyond the 45 days.
