foreign postage stamps OK as recorded delivery

Someone just emailed me a question and I suddenly don't trust my own memory on this, something is nagging at the back of my mind.
Basically they have some old foreign postage stamps that they have sold and want to send them with a signature. Unfortunately they are paying for the postage and asked whether Recorded covers collectable stamps.
Initially I thought definitely yes as they don't come under the cash or vouchers exemption, but thinking about it I would assume that current postage stamps would not be covered as they could be treated as 'cash' so maybe RM extend this to all postage stamps?
The more I think about it the less sure I am. Apparently they need to be at the PO early this morning, so I haven't got a lot of time and they really really can't afford to pay £4.95 for special.

I think that's why I hesitated with offering advice, I'm sure I saw something on here about it.
It doesn't mention collectable postage stamps on RM at all as far as I can see.
