Feedback possible when transaction doesn't happen?

My buyer contacted me after winning to say that he wanted to pay cash.
My auction stated PayPal only.

I replied straight-away and said that I only accepted PayPal. After that I never heard from him again.

I decided to relist after two weeks and claim the fees back. The buyer agrees not to complete the transaction claiming he had bid last minute on the wrong sort of camera. He then thanks me for being a great ebayer.

The next day I find he has given me bad feedback claiming bad communication on my part!

My question is - Is it possible to leave feedback on a transaction that was never completed?

And what should I do?

    Yes. It's still a valid sale. What you should really have done is open a NPB dispute if they refused to pay you buy your stated method.

    There's not much you can do really, other than ask him nicely to change his feedback.

    I don't really understand why you wouldn't accept cash - the risk is entirely the buyer's, and there are no charges.

  • If you open a non payment dispute, and the buyers doesn't respond to it, you'll get your neg removed. You'll also get your fees back.

    Of course, that depends on if I've read your post right.

    Perhaps I have not been clear.
    I did open a non-payment dispute yesterday.

    The buyer did reply, quote:

    "hi, i am very sorry that i could not get to you earlier. However i cannot pay for this

    item as i had thought this was a slr camera and unaware i had bidded last minute . after i

    had researched on the camera and i was shocked that it wasn't so i am sorry please send a

    mutual dispute and you can get your fees back.

    very very sorry.

    Regards ....."

    We mutually agreed to not go ahead with the transaction and my fees were refunded.

    Today he gives me negative feedback despite signing off last night "thanks, best ebayer".

    As to the cash issue - I always require PayPal.
    It just seems to make the whole business run more smoothly but of course this is at a cost to me.
