toilet flushing problem - question please

When I flush my toilet there is always remnants of tissue left, and I have to flush again.
Also the cystern lid lifts slightly when I flush it, and bangs back down again.
Could these two problems be fixed easily or are they indicators of bigger things?

Your siphon could be on its last legs - especially if you have to pump the handle to get it to flush. Replacement of mine took me only an hour - I'd never done it before. Fitting was self explanatory (and covered in the instructions), I just had to switch the water off and drain down the cistern.

I've just had the siphon replaced recently, as was the flush arm.
The plumber who replaced the siphon said that because I have a water meter, he has put it on a 'small flush'
I dont have to 'pump' the handle.

Inside my cystern, there is no ball, its one of the other types of fittings which the plumber said was temperamental.
I also read on a plumbing site, that tissue remaining in the bowl after flushing could mean a more complex drainage problem?
How can I establish whether the remaining tissue after flushing is due to the plumber putting the toilet on 'small flush' to save water?
or
whether it is due to a more severe drainage problem?
I've spent 130 pounds on getting plumbers out in the last few weeks, so would like to establish this without having to shell out for another plumber.

I'm more worried it is a drainage problem as the loo roll is not flusing away and fear that it could be a big job.

did the problem only start when you change to a low water flush? If so it sounds pretty self explanatory that the 2 are linkedPeople seem not to see that their opinion of the world is also a confession of character.

I'm not quite sure if the problem only started when I got low flush, but please could you tell me how to adjust the flush, so I can elimiate that problem.

Happy ending, plumber came back to adjust so no residual tissue left in loo.
He also gave me a couple of useful tips, one, hold the chain lever down a little longer, and another tip which could help more people than me, never use those bloo loo things in the cistern as they can corrode the plastic cistern fittings over time.0
