Why is the tortoise crying??

Hi, my mum has my tortoise and has said that recently he has been crying. She says she cant describe it any other way, like a whining cry.
He has been in our posession for approx 22 years and have no idea how old he was before we got him.
He lives in the garden and potters about eating whatever he fancies as well as whatever my mum gives him.
He isnt one of those tortoises that need to be kept in a heated tank, he is the kind that loads of people had 30 odd years ago.
Anyone know what this noise is??

It may be a mating call, but yes, any change in behaviour - trip to a vets (who knows about tortoises)Please forgive me if my comments seem abrupt or my questions have obvious answers, I have a mental health condition which affects my ability to see things as others might.0

I think its a vet job, especially as he has never done it before it sounds slightly worrying. There isnt even anything on google about a crying or whining tortoise. I would make an appointment and find out for sure
