You can buy CD/DVD repairers but they'll likely cost as much as a new DVD if you only have the one to fix.
Here's one in Maplin http://www.maplin.co.uk/Module.aspx?ModuleNo=43392
If you want dirt cheap but risky then polishing out the scratch by hand may work - it needs a fine abrasive and toothpaste used very sparingly may be ok. I've used this technique years ago on a scratched watch face when watches were dear enough to bother trying to fix.0 -
From experience 'Brasso' Brass polish works quite well, also found on one particularly bad CD different CD readers had problems with different files so was able to get everything off taking it file by file between my laptop and desktop drive0

Furniture polish... like pledge on a soft cloth and buff till dry & shiney. The wax in the polish fills in the scratches so the laser on your dvd player will glide right over them0

One of the best tips ever given to me was aftershave.(has to be spray)
Simply spray a bit on the CD/DVD use either toilet paper or kitchen paper to wipe it in and off the surface, works every time!0
