Card Debited but parts not delivered

A month back I ordered a used air-conditioning compressor for my car from a dismantlers in Yorkshire (I live in London). My debit card was debited for the £129 just 3 days later and I was told the part would be with me within 7 days.
I made contact with the company after 10 days to enquire, the boss apologised and said that as he had been moving to a larger premises the part had probably been boxed but not sent. Now I can't get through to them at all but I'm reluctant to drop it.
Any ideas?

Do you want to PM me the telephone number and name of the company and i will make some enquiries, i live in North Yorkshir and may be able to help.
Failing that could you contact your bank and askthem to do a chargeback.
(and next time pay with a cc, you are protected from this sorth of thing when you buy anything over £100)

Assuming you ordered if over the phone or internet, to do it properly you should write to them quoting the Consumer Protection (Distance Selling) Regulations 2000 which give 30 days for delivery of an item, or if this doesn't happen, a further 30 days to offer a refund. You can try the chargeback system mentioned, but there's no legal basis to this as its a voluntary system (unlike for credit cards).
If the letter or chargeback doesn't sort it, get a case logged with Consumer Direct so they can report the trader for breaching DSR to Trading Standards, and depending on your area, they may be able to intervene or offer more assistance to get the item or money.
