I haven't got free any data allowence and know that if I ring someone via skype it will come out of my minutes, but will I get charged for having it opened and while calling via skype?

Skype calls are over IP so you will be charged for the data used. Depending on your internet costs, it will probably cost more than dialing directly through the phone (I am charged £3 per meg!!!!)0

I don't know if this helps, but Three do free skype calls, even on PAYG. The offer doesn't even need you top up your mobile so it is literally free skype calls forever, a rare example of a mobile offer being as good as it sounds.
