On the main Comp page there are 3 blocks at the top - the first is the 'I won, I won, I won', then 'Game Over' and under that 'Regular Competitions' - I usually post regulars straight in there and PM whoever is in charge of the list (Gilla for Dailies and Weeklies and princess pixiedust for monthlies). They then put a link on a sticky on the main regulars page (e.g. the daily one here)
You can post a new thread on the Regulars Board the same way you do on this one, by clicking the 'New Thread' link on bottom left (although some regulars are still on the main board, but have links on the sticky)
Sorry if I haven't explained this very well, not sure how else to put it...
