I understand your problem but for future reference the battery on your laptop discharging will not make you lose data.

Your laptop probably suffered an hard drive failure, data recovery firms do work sometimes although extremely expensive. If you are going to use one of these firms then it's best just to give them the hard drive.

Easiest way to the small claims is by doing it on line https://www.moneyclaim.gov.uk/web/mcol/welcome

Might I also suggest that in future you do regular backups, because the computers hard drive is a very delicate device which is likely to fail at some stage

Incorrect for the OPs device - they have (well had!) an IPAQ which is a Pocket PC (Windows Mobile) device on which earlier models stored data on non permanent flash memory - lose all power and data is lost. You're supposed to keep important data either on a separate plug-in memory card or sync'ed to a Windows PC.

Later models used non-volatile Flash RAM to avoid this problem.

I doubt the data would have been recoverable in any instance since it's due to the nature of the Flash chips used.
