No it's over £18 for the value of the goods. VAT and duty (if applicable) is on the price including postal costs if you exceed £18.

Thats harsh having to pay Vat & duty on the postal costs also.I want to purchase some goods from the US , and I know the company only charges $4 postage fees if you stay under a certain weight .Not sure though if companies usually display the cost of the goods including postage on the package or if its only the price of the goods minus postage?0

Sometimes you don't have to pay it though. I've ordered a lot from the States and sometimes things get through without the excess to pay.

Bigger companies such as Amazon show them separately but I have had them lumped together as well by smaller businesses.
Also the exchange rate changes monthly so you need to look at the HMRC website to determine current $ value.
I've imported a fair number of over £18 packages over the years and been charged once, though the value has never been above £25-ish.0
