Item not where he says it is?

I emailed a seller (before I bought) explaining I wanted to buy an item but wanted it prior to 26 August. Seller said he could deliver.
I bought item on 17th August (same day as email and response).
The item has not been updated so on 20th I emailed the seller and asked if it had been sent.
He replied that he had listed it in 'error' and he was on holiday. He said he would try and get his supplier to send direct but it would be 12 days min.
Immediately, I told him I would rather have a refund as it was needed (and I had asked him prior to the purchase).
I haven't heard anything since this email.
Having looked at his feedback, he is in the UK (or so he and his listings say) but a couple of people have negged for item being in Thailand! What should I do, I am reluctant to wait too long as I will need a replacement from the High Street. I didn't ask for next day or anything ridiculous, just that an item bought on 17th could be delivered (by courier) by the 26th.
