Reclaiming for blondes...

Wondered if someone could help. I've just started reclaiming bank charges (have sent off letter and cheque asking for amount charged since 1997), Up until summer 2007 I was a uni student and so had an overdraft limit of £1250 (which I'm still up to!) and obviously had a student loan (amounting to about £11,000). I'm now in full time employment but still struggling with money and find myself going over my overdraft limit every month and so incurring alot of bank charges. From reading this forum, it seems that one of the steps that the bank may take is sending me a budget questionairre...this may be where the problem lies. I earn approximately £1000 per month after tax and the vast majority of this I spend on my horse. I'm just worried that if they send me this questionairre they'll look at where my money goes and simply tell me to sell the horse to ease financial troubles (not viable for various reasons!). Would the bank (Halifax) ever do this, and would they be allowed to do this?!
If I had the money that I'd incurred in bank charges over the last few years, I definitely wouldnt be incurring any now!
