Thank you Ian W and Planning Officer - both of your posts have raised my hopes again
Ian - you are correct - the owners are not in residence, they are in a care home. The house is being sold by them + power of attourney
Planning Officer - yes I like your thought process re the transition. The house is fairly ugly (IMHO) and the bungalow next to it is very pretty so we hope to pretty up the ugly ducking to produce a swan that would please everyone in the street.
Also note your comment re: 8 weeks and checked the LA website. Seems the turnaround time currently tracking at 6 weeks! might just be tempted to give it a go!!!!!

You don't have to be the owner, but as I understand it you would have to serve notice on the owner before putting in an application. Sure planning_officer or your local council can clarify this.0
