If no credit on SIM, yes, but not if the phone hasn't been used for so many months and the SIM the account has been disabled. For example some mobile Telcos you need to make a call or SMS at least once every 180, if not then the account is disabled and no calls can be made.
This is wrong, any mobile on any network will make an emergency call without a sim card.0 -

NOT in the UK they won't!!!!
Sadly a dangerous myth passed on by many, simply because some phones display emergency calls only when out of coverage and allow you to dial 999 / 112 without SIM however it won't connect. You can't even roam onto another network for emergency calls,
In the UK you need a valid and working SIM to make emergency calls and you need to be in reception for that network.
