Help - strange shapes on screen

My friend has Windows 95 and when I downloaded a picture it didn't come across as clear at all. I could see the picture but there was all dots on it and shapes like little plus signs - really they looked like pixels would look.
When I came out of that and went into the internet the screen looked exactly the same as that - not clear, but with these dots all over the screen. Does anyone have any idea what this could be and how I could fix it.
It is ery frustrating because you cannot see anything clearly - it also hapens on e-mail as well. The screen looks full of dots and little plus signs.
Your help would be very much appreciated. ???

It sounds like the video card isn't setup correctly. Boot the computer and wait till its finished loading. Right-click anywhere on the screen (not the taskbar or over an icon) and select 'Properties' from the context menu that appears. From the Display Properties window, select the last tab on the right, called Settings. Now look at the settings shown. I'd guess that the PC may be fairly old, due to still running Windows 95, so i'd expect the 'Screen Resolution' slider to be on either 640x480 or 800x600 and the 'Colour Quality' box to be set to 'Highest (16 bit)'.
If either setting is different to the above, try changing one at a time and clicking 'Apply'.
