The "latest winners" panel (3 shown at any one time) gives you some idea of the interval - as I write currently:

gaps of 19 and 39 between those - not bad I would have thought. Obviously that's no guarantee, but as a guess I would think, what, a couple of prizes every 100 layers?

If you really wanna win, you just need your own domain name with catch-all forwarding turned on =D That way you just use anythingyouwant@yourdomain.com each time and all correspondance goes straight to whatever inbox you want

Which, co-incidentally is a great way to spam bust. Especially if you tend to sign up for a lot of comps. Use a different @yourdomain.com every time you sign up for something, then if that company starts to spam you to hell and back, redivert that email to a un-existing email and go bye spam!
