this has just caught me out

I had an old £10 Premium Bond still registered at an old address

I decided to buy some more this week and put my new address on the online form thinking that will change my address on the old bond

how wrong could I be  they sent my new bonds to the old address

I can understand possible security reasions but ask for my address in the first place if they are not going to use it

Are you saying that you decided to buy some more bonds using an online form and you filled in your new address on that - quoting your existing holders number?

If so, NS&I aren't to blame. On the 'Change of address' section of the NS&I website, they do state that:

    Change of address
Simply write to us stating your name, account, holder’s or customer number, your old and new address and your moving date. To help us update your details more quickly, please write to the office which deals with your product as shown below. If you hold more than one product, you only need to write to one office but please include details of each product in your letter.

If you have a Direct ISA, Cash Mini ISA or Easy Access Savings Account and are registered for our telephone service you can update your address details by calling us on 0845 964 5000.

For your security we cannot accept requests for change of address by email. To help us deal with your request more quickly, please write to us at the office which deals with your product.

As you are an existing premium bond holder, you should have written to them at the address they've specified above giving them the information they've requested above. You have to remember that the premium bond purchasing dept. might be in a different office to the administration section that handles changes to addresses etc.
    Please call me 'Kazza'.
