I would be grateful for any advice on buyers claim

I recently sold a dress to an ebay buyer with good feedback. I have recieved an email from her saying that she has recieved an empty padded envelope from me, that hasn't been tampered with. She says that she hasn't signed for this recorded delivery padded envelope as "a child" posted it through her door? Apparently she has no idea who the mystery "child" is.
I have checked the tracking number on line and the package shows as being at my local post office not yet delivered.(It was posted first class recorded on Monday) I really don't know what to do? Any ideas anyone?
Do I refund and claim from royal mail? I can prove the envelope was not empty when I posted it royal mail gave me a receipt with the item weight on it. The buyer is stating she has recieved the envelope and it has not been tampered with so I am not sure royal mail would refund. I want to do the right thing but this has me puzzled.

Many thanks to the wonderful staff at Birmingham Childrens Hospital caring for my tiny and very poorly grandson who was born at 29 weeks. Thanks to them he is getting a little stronger every day.:A:A:A

I'm assuming you sent it in a padded envelope. Did it have your name and address on it? How does she know it came from you?
I would be inclined to wait a few more days and see if a delivery is attempted.

Then how can she have received it if its still at your local?

It is not illegal to open another persons mail unless you intend to commit fraud - this is frequently incorrectly posted

I have had cause to send several items over the past few months as recorded delivery, upon checking the tracking it frequently says that the item was received at my local Post Office, even though I have had confirmation from the buyer that the item has been received, so you really cannot depend on Royal Mail's tracking system to tell you when an item has been delivered.
Keep checking it for updates, if it doesn't update put in a claim with Royal Mail for the item.
Ask the buyer to confirm their postal address and check it against the postal address they have listed in their PayPal account to make sure they have current details, if they do not match then you could make the argument to PayPal in the even of a claim against you that the item was sent to the correct address and you have met your obligations to deliver and if the item goes missing while in transit between the incorrect address supplied to you and their actual address then you have no liability.0
