What has been happening over the past few years is that the number of people who are in modest jobs who now find themselves as higher rate taxpayers has mushroomed and HMRC are overwhelmed with forms and do not have the resources to check that you have declared £1.50 interest on your current account. So HMRC are not that bothered about a few quid, but will go after major tax evasion and fraud. (Glad to see they no longer insist on a full return first time).

I think SuzieSue is spot on; I've had to fill in a tax return for several years on behalf of my wife because she has a second part time job which is taxed thru her tax code on the main job (don't ask!!!!).
This year I worked out (on a fag packet) that she was owed ~ £100 tax from last year but she didn't receive a letter re a tax return.
I went online to fill out a return but the website initially didn't want me to!!!Said it wasn't required.I managed to force it to allow me to complete a return which showed that she was due a reasonable rebate. It was processed quickly but we didn't receive the rebate.
I've just logged on to find that I had to ask again for the money to be paid into her bank account.I'm sure that I ticked the box initially to have any overpaid tax rebated.
So it seems to me that the tax system is so under strain that anyone overpaying tax is going to have to chase hard to get it returned!
