advice re bailiffs actions (car seizure?) - council ticket

hi, advice if possible please on the process bailiffs take in such circumstances...
the story so far, friend has accrued several tickets, those not appealed successfully etc have been put on a payment plan with the local council.
however one was outsanding, which was refused to be put on the payment plan, as it had already been handed to court prior to the council being advised about difficult financial circumstances
so, its with the bailiff, who has doubled the charge and demanded immediate payment in lump sum, no installments
a home visit was made yesterday, a note put through door saying next visit will be with a towtruck to seize the vehicle?
is this standard procedure? or does there need to be further court action to take the car?
wondering on the timescale (how long have they got to save up the bailiffs money before the car gets towed)? and whether it is correct the bailiff can refuse anything other than full payment, and add on as many charges as they like without explanation?
