PCN -Warrington BC parking on verge on access lane double yellows on other side!

Been tring to post this for a while. New to this so apologies if I offend/do something wrong.

I need advice on the following case. I got a PCN - Parking on a restricted street during prescribed hours.

I parked (as I have many times before) on an access road whilst I went to watch a rugby match. I parked up on the kerb so as not to obstruct the road. There were double yellows on the main road (A49 Lythgoes Lane) parallel to the road I parked on, but there were also this verge/footpath and some railings sperating my car from these double yellows (as there is a pedestrian crossing across the A49 nearby). The access road had no yellow line or signs stating restriction

On investigation I find that the double yellows apply to the verge, but I thought I was on another road. However when I looked at Multimap I see the access road is also called Lythgoes Lane! But there is no direct access to the A49 Lythgoes lane from this access road, you have to go via side streets and/or a private car park.

I appealed but the council rejected the appeal.

I feel that the council are on a money maker here, as it was 3.42pm on a Sunday, and I met a guy who said he had been done the week before.
I do not intentionally park illegally ever and this sort of screwing people really gets my back up - The reason that there are so many cars parked in the local area is because of the Rugby game being played nearby!

The council said that I have 2 courses of action: pay £35 within 14 days or wait for the Notice to Owner and pay the full £70.

What should I do? Should I pay up and put it down to experience (but the council will only get other suckers like myself) or should I take this to independent tribunal when I get the NTO? Should I write to the local paper? Should I ask the council to make the restriction on this access road clearer?
