British Gas boiler care plans

I am a member of BG priority response plan where for £2.00 a month i get next day (at the latest) call out of engineer to look at boiler if i have no hot water or heating.
I joined this as water and heating is exactly what i didnt have due to fault. They also set a discouted fixed fee per repair. I had an engineer out last week who fitted a new fan as he said thats the problem...Great it was up and running again.
It lasted 5 days and the same thing is happening again so i have an engineer coming out tomorrow. I know its the same fault but what to say its a different one and trying to charge me again?
Also when i rang they told me that because im with the priority response i qualify from Homecare100 @ £15.00 a month. This will give me service and all repairs etc free. As the boilers old and so on i agreed but looking into it i dont quality for nothing as anyone can just go online and order it themselves for £13.00 so not only will i be paying this i will also be paying £2.00 for the priority response fixed few repair when i wont need it as all repairs are free with the Home care100.
Are they right in this or can i cancel the first package at no charge?
And are BG honest in these repairs. Whats the chances they try it on by saying its a new fault?
