Reclaim on a CLOSED ACCOUNT and NO record of acc. number - any ideas? Possible?

Hi,
I would really appreciate any help at all from people. Apologies for the capitals - I just didn't want the thread to get buried.
My brother went through a bad spell about 5-6 years ago as a teenager when he ran up massive debts relative to his earnings at that time. He reckons he must have been charged around £1000 in bank charges and more in credit card charges. It's the bank charges I refer to for the moment.
He was SO disorganised and in denial of his situation, he discarded every single record of his barclays account. We've racked our brains but we can't think of any record he'd have. (Any ideas on that other than the obvious?).
So these days he has no record whatsoever of his barclays account in order to ask for his statements. He says he's been into the bank and they said they couldn't help him if he had no record of his account number. However, I know from my own experience of trying to obtain past statements that assistants are often misinformed (and that's being generous) when it comes to anything which smells like reclaiming.
Any ideas?
There must be at least one person who's been in this situation. Is the bank being truthful?
