Illegally parked Spy Car issues Parking Tickets

Our Council have just bought another spy car with cameras sticking out of the roof which goes about the place issuing tickets to people who are illegally parked. Local people are always photographing the hated cars illegally parked while the driver photographs parked vehicles. Or, with the typical arrogance of these people stops on a double yellow line to buy himself Fish and Chips.

I wondered if, as the spy car is breaking the law to catch people, whether those tickets are valid or not. Shouldn't the same law apply to the spy car as the spied upon? Could you report the spy car and insist that a ticket be issued to the driver? They are habitually breaking the very laws they are supposed to enforce. Anyone know the position as I got a very good shot of it illegally parked the other day and was wondering how I could cause maximum inconvenience and embarrasment to them? Rather like they do to us.

They may park on the double yellow lines while in performance of their duty however parking in contravention in order to buy lunch or perform some other private business is not permitted.
