Unpaid Penalty Notice -Will the bailiffs find me, help??

I desperately need some help and advice.
I got a parking ticket back in September as my back wheels were over the white box and on the yellow line in my street, where you must have a permit to park between 2-3pm mon-fri, which I have. I know this isn't an excuse, but there is little room to park within the parking boxes in my street and at the time one of my neighbours had a skip which was taking up 2 spaces, so stupidly I parked and thought that as I was mostly within the box that this would be ok - evidently not.
I appealled the penalty notice to Barnet Council who rejected my appeal and told me that if I did not agree with this and wanted to make formal representaions then to ignore the letter and I would be contacted with another letter.
Naturally, I forgot about this issue and awaited their response. Only after a friend had the bailiffs round his house for a similar situation, I thought I should chase this up. So I called the council and then got put through to the parking debt team who informed me that they sent out 2 letters, to my old address which is in Reading, which I obviously haven't receievd, and it is now with the bailiffs and I owe in the amount of £530 (Original ticket was £50).
I don't understand why the letters, if these were even sent, went to my Reading address when Barnet Council had already sent me a letter responsing to my appeal, to my London address, plus the fact that I pay both my council tax and parking permit to Barnet Council who have my current address - can I use this as leverage in any way?
I really don't know what to do, I can't afford to pay £530, which I imagine will keep on increasing, I don't know whether to leave it as they have my old address or try and sort it out as I don't want to be hunted down by the bailiffs!
I'm also worried that this was some time ago and that i've missed my chance.
Please, please someone help????

Where is the vehicle registered and when did you advise DVLA of change of address?0

The vehicle's log book must be registered at my old Reading address but my driving license is registered at my mum's Reading address.
Will it count against me if I haven't informed the DVLA of a change of address?0 -
Yes, you're supposed to register a change of address for just this sort of reason. I think a quick change is called for.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The address of registration with the DVLA does not have to be your home address at all, it has to be one at which you are contactable.
In this instance we do not have the required specific information to draw a sound conclusion.0 -
Thanks for your help but this isn't the main topic that I actually need help with, I need to know how I can stop the bailiff bill from building up and how I can sort it out or pay it off. Also, if I can use the fact that they sent these letters to the wrong address even though they had already communicated with me about the issue to my correct address?

The questions were VERY relevant.
On the face of it you can make an out of time statutory declaration to TEC - which will almost certainly be automatically opposed and refused.
You then have the option of appearing before a local Judge to try and get the Stat Dec allowed and the enforcement/appeal process starts again.
Any reasonable Judge would, I believe, find against you IMO. It appears to be your fault that you did not receive documents.
There is no way to stop a bailiff who is acting legally with a warrant AFAIK. I doubt they'll entertain instalments.
