Reclaiming from HSBC

Hi

I am looking at reclaiming charges from HSBC on a graduate loan I had. I am certain that I was told I had to take the payment protection out. The loan started in 1999 but wasn't paid off until July 2004 - can I still claim?

If so, where do I send the letter? Is it to my branch or to the head office?
