help new laptop wont boot.

My old mum has a 3 month old dell inspiron laptop,
Suddenly it wont boot up.it says use f2 key or f12 ,
"i quickly pressed f12 and selected diagnostics
and its ran a "pre boot system assessment build 4116"
result -all passed.
what do i do next?

do you have a recovery CD for the laptop?0 -
try tapping f8 key as it is attempting to start, then choose "last known good configuration"0

F2 on bootup will get you into the BIOS.
Allow it to get to that point and keep tapping F8. Choose Safe mode, let it load completely, shut down and reboot.0
