Barclaycard with no BT fee

Reading the article on here re: the best "fee free" balance transfer cards, the Barclaycard one says :

"The Top Branch Application Card 10 months 0%. Barclaycard offers new customers 10 months 0%, however it usually charges a fee. To avoid this fee physically apply in a Barclays branch or if you’re an existing Barclays current account customer you can get it fees free online, but not via Barclaycards site, only via Barclays.co.uk. "

I've got a current account at Barclays, logged on to find the "fee free" Barclaycard and can't find it anywhere, everything mentions that a 2.5% BT fee applies (i'm looking to move about £4500).
Does anyone know if this offer's ended, or even where i can find it if it's still going?
