Refused Purchase - £35 charge

Hi,
Both me and my partner are on benefits. Just to summarize, there is a single account in the name of my partner and the joint one which we have a £100 overdraft limit on.
Sometimes my partner uses the single account for some purchases online as her Paypal account is linked to the debit card there. Last week we both bought some items however charged them to the joint account as my debit card in that account is linked to Paypal.
We had a refused purchase for £99.99 when there was funds in our account and it didn't come up with a reason. However we tried again on another item and it went through. We purchased five other items and they were all fine. (eg: things we needed since we just moved into a new property if someone is wondering, the money was already saved for that).
Now the Bank of Scotland has come up that they want to charge £35.00 since they have had to refuse a £32.29 purchase to Paypal (that would be on the single account). They say it would have made it overdrawn. There wasn't any money on the account on that date however there was enough on the joint account. Besides that, neither me and my partner tried a payment through Paypal for such amount and in both of our Ebay accounts it doesn't show up, not even amongst the payments pending (like the one which was refused which is still pending to pay).
Our benefits are paid into the other account however as far as I know they shouldn't be cashing benefit money on charges.
I wanted to know how to go on about re-claiming this, considering the above and considering the amount doesn't even match a payment we tried to make.

Can you confirm it was a card payment or a direct debit?0 -

Can you make sure first because, otherwise you have a fraud case with the bank. Can you also double check that the amounts you paid out to paypal did not add up to the total amount that either went out or attempted to go out?It would have been a debit card purchase.0
