Obtaining Building Control Certifictate

I have just had a kitchen extension. We have had the building control officer to do his final inspection. We have 9 downlighters in the new kitchen. He said 2 of these should be energy saving fittings and as they are not then two other light fittings in the house must be changed. Also because of a slanted roof, our cooker house cannot be vented out through the roof. Instead, it is on a recyle programme using charcoal filters. However, he is insisting it must be ducted through the roof or install an extractor fan! Any suggestions for ducting and should it be kitchen fitter / builder to do this as both are saying it is the others job! All I want is the final certicate.

I beleive in a new build the are requirements for the extractor fan to be vented externally. As for the energy saving... what is that about, if he is really insisting on this go and buy some energy saving GU10's or equivalent and show him the box. He cannot, I don't think, ask for other fittings in the house to be changed as that is not covered by your extension and the associated building regs.
Fitting an extractor duct is easy enough, at least if you can go through a wall, can you? It might be worth checking the regs though, then you know where you stand. See HERE. Part F is ventilation0 -

"1.5 Extract ventilation to the outside is required in each kitchen, utility room and bathroom and for sanitary accomodation"
So theres your answer. Did the builder give you a quote saying all construction to meet building regs, or something to that effect?
