Explorer is blocked

Hello,
My neighbour has brought her lap top into our house to see if it will work on our network. It does not work on hers - it does not work on ours either! It will not access the internet when connected to my BT Hub with an ethernet cable BUT it will let me onto the internet via BT Fon/Openzone. It keeps saying that interenet explorer is blocked, my neighbour's grand daughter was the last person to use it yesterday, could she have done something to it?
