What if you missed the right to appeal to the Traffic Penalty Tribunal?

I have a bus lane penalty charge notice but didn't open the original letter in time (probably I lost it somewhere in a heap of mail) and hence unfortunately I missed the right to appeal to the Traffic Penalty tribunal.
If I don't pay up now, they are threatening to go to the Traffic Enforcement Centre and add an extra, as yet undisclosed charge.
What I've read is I have very limited grounds to appeal to the Traffic Enforecment Centre. From reading around I gather I'll have to file notice, witnessed by a solicitor or justice of the peace, that I didn't receive the first penalty notice.
I am not sure how I can prove I didn;t receive it though and whether the council will just say "well we sent it, therefore he must have received it"
If I win this case it resets the fine back to £30 from the £90 its at now and the council have to issue a new fixed penalty notice.
What options do I have to say I didn't receive the first letter?
