Leaking Pipe in Wall??

Hi
I had a leaking toilet a few weeks ago and managed to get it fixed through a plumber after months - overflowing cistern into the bowl
A few days later I noticed some green mildew on the wall of the bathroom and it also appeared on the other side of wall which is the corridoor. I feel it maybe a leaking pipe in the wall....it does not feel damp yet...so how easy/hard is this to fix given the pipe is in the wall.
Also my flat is a new build - do you think that this is covered under the 10 year guarantee? Can it be paid through insurance?
Just feels strange that as we stopped the leak in the toilet the mildew started !!!

If the flat is less than 2 years old then it should be covered by the developer under snagging. It isn't something that the NHBC would look at.Everything that is supposed to be in heaven is already here on earth.

Is that an electric socket in the left of the picture? If so, try isolating the electrics, then taking the plate off and see if there is any evidence of damp either in or around the electrical box within the cavity
