Hi, with reputable dealers 'new cars' are not used for test drives.
Salesmen and senior staff members are given 'demos' which are used to give test drives and then after 3-4 months or when they have done 3000-5000 miles they are sold as 'ex-demo' cars.
It is a way of providing a supply of 'secondhand' newer models.
It is entirely possible there are legitimate reason for such a high mileage on the car, or it is just as possible that the OP's father did not get supplied by a reputable dealer.

Really? So a new car could have done 1000 miles (extreme I know) but the speedo reads 0000 ? That doesnt seem right or fair to me
Remember most engines will do 100+ miles on an engine dyno anyway, testing them...

As the car came via Insurance then the car would probably have been sourced by the Insurance Co, who would have sourced the cheapest unregistered car they could find, we all see Trade Plate drivers hitch hiking so they almost certainly do some miles in those cars, I think it is uneconomical to send a truck for one car.
The mileage on the car mentioned is probably because a dealer somewhere had a possible buyer for it, trade plate driver drove it to X, they didn't like it so different trade plate driver drove it to Y, eventually it ended up at Z, the Insurance Co bought it and it got driven to B.
In my home town due to the distance it was not unusual for new cars to have 3/4 hundred miles on them, especially if you ordered one that wasn't in stock so the dealer had to search the maindealer network for one.0
