Tending to agreeing with you cyberbob. But from what OP says they have not been collected so buyer might be just trying to duck them. In some ways I would be tempted to ignore this until I receive something official.
However, depending on how close the event is the OP might need to be proactive, in that case I might try and call the delivery depot and see what is going on.0 -

often you can google the postcode+royal mail delivery office or try via RM CS to get a direct contact no.0 -

The buyer said that RM has the envelope. This means that they refused the delivery or accepted and returned to depot as evidence. If they accepted then they would have to be a good reason for not refusing if damage to envelope was obvious. I would ask the buyer for the name of the manager or just ring the depot.
I would send the buyer a message stating that although the tickets cannot be reissued it is possible to alert the venue so they cannot be used. Ask them to contact the police so you have a crime number to give to the venue. Make it clear that tickets will be unusable and police will be involved. This may put them off trying to pull a scam. If they have been stolen it will show that you are genuine.

Royal Mail provide special delivery envelopes which are tamper-proof; you cannot sneakily open them, they need to be cut open and the envelope is completely destroyed in the process of opening it. I know this is too late for you now in this instance but in future always use tamper-proof envelopes.
Your buyer may be telling the truth or may be trying to scam you. Interfering with Royal Mail is a serious criminal offence. Ask for the contact information for the RM personnel your buyer has been speaking to. Tell your buyer that this is a criminal matter and ask for a crime number. If, in the face of these requests, your buyer stands firm and says the envelope was tampered with and empty, then I would suggest they might be telling the truth.0 -
You still have the receipt from the post office I assume? Here's what I would do...go on RM track and trace enter your number and see what the situation is.
Get yourself a “Lost damaged or delayed inland mail claim form” known as a P58 from the post office fill it in and send it with your receipts etc (make sure you get a photocopy of everything you send to the RM) If the RM come back at you with evidence of having delivered the tickets safe and sound then you need to contact the police get your own crime number, have the tickets cancelled and show paypal your proof of what has happened. If RM cannot provide evidence of safe delivery then they should refund the value and you can refund the buyer. Keep the buyer informed with all the things you are doing to rectify the problem, then they can see you are genuine.Turn £100 into £10,000 in 2010 member # 247

If the enevelope was opened en route, wouldn't Royal Mail have put it in one of those clear 'We are sorry your item has been damaged' type clear envelopes? Is your buyer saying that the Sorting Office Manager thinks it is a scam from you - that you didn't really send the tickets at all? It reads like that to me.0
