How can I refund if I don't have paypal balance

I tried to refund somebody(ebay item) but I don't have any money in paypal, and it comes up with
"Your refund must not exceed your available balance. If you have funds in another currency balance, you may want to consider transferring funds from other currency balances."
I can't understand why it can't take it from credit card or bank account, there are no options to do that.. any ideas..? Thank you

You could ask the buyer to open a claim and escalate it to a dispute, then you could refund from there... I think.
I know that chargebacks can drop you into negative balance, but I'm not sure if you can intentionally go overdrawn with paypal.Back on MSE after a 5 year hiatus.

Been stuck with this before. Got someone I knew to help me. Sent a personal payment to them for a little more than the value of the refund and got them to send it back to me as a personal payment. (not as a refund.) The funds then showed in my Paypal balance and I was able to make the refund, and have a little left in the account.
I could have transferred funds from my bank but wanted to get it over with as quickly as possible, so this way worked out easiest for me.0 -
it's over 45 days so i don't think he can. Ridiculous isn't it. I believe my only option is to just send him money instead of refunding. I really can't get why they can't take it off credit card, they do it when making payment!0

You could 'Add Funds' on paypal from your bank account to your paypal account that would mean you would have the funds to refund the buyer. However I think this process takes something like 7 days.0

If you really want to refund properly then you could open another paypal account, send money to that one (which will come off your card), and then send it back to original account.
