Cut back adhesive, black evil tar like stuff...

Hi there,
Just wondering if anyone can give some advice. We're in the process of getting our kitchen done at the minute. Next job will be tiling the floor. We've removed the lino to find these old tiles underneath, which on removal appear to have been stuck down by a tar like adhesive. Researching into this it seems to be called cut back, an asphalt adhesive.
Has anyone else had to deal with this before. I have read in a few places that it might contain asbestos, so thinking we shouldn't be trying to remove it until we know what we're doing.
Do you know if this is the kind of thing you can phone the council for advice?
I guess if we could just tile straight over it that would make life easier, but I imagine that's probably not a good idea?
Advice would be much appreciated anyhow as we get married at the end of the month, so would be nice to be able to come from honeymoon to a bright shiney, ready to go kitchen!
