The DVLA are having a clamp down...
- Get your logbook out, check your name and address are correct, have you moved and forgotten to update it? if so, complete part 6 (green section) of your V5C logbook, dont forget to sign the bottom to confirm the changes and send recorded delivery. Its worth the few pence extra cos between royal mail and dvla anything can happen. unfortunately, you cant update your V5C logbook online as yet.
- Get your driving license out, check all the details are correct; name address any endorcements to come off, all spelt correctly. that you have new photocard license. if not, complete the back of your license or go to www.dvla.gov.uk and do it on line! its easy.

I concur.
It looks to me as though the DVLA is on a revenue drive.

quite true, still valid, yes, but only if all the details on them are absolutley correct. no need to change if you have nothing to update. Have cut the following from dvla fact sheet...
What about ‘old style’ paper driving licences?
Paper driving licences were issued from 1976 to 1998. At first they were green, then pink, and then pink and green. These licences are still valid. If you exchange or renew your licence, change your personal details, or get a replacement licence, you must apply for a photocard licence.
the clampdown refer's to DVLA tightening up on incorrect details held on record. so if you've moved or changed name etc and havent updated your license, then you have to apply for a new photocard license, and your old paper one is invalid because of the incorrect data it holds. hope ive clarified what i was trying to say

and how will the DVLA know about the move or slightly incorrect details ?
The address on the V5 does NOT have to be your home address., merely 'contactable'
