I would like to know if SKYPE would work OK From a property in France on Dial up and a property in England on broadband?

Yes it would but it may drop often, quality issue, it depends on the day. I have used broadband to broadband and the quality has not been good and I have used it on dial up and it has been good and the other way round too.
It also depends on the bandwidth too.

Can't see why not, video vs voice, voice is much less bandwidth intensive.0
