Conned into taking out a high interest loan ...

Hi there,
I was wondering if anyone could help me with this query. Around 3 years ago I had the usual phone calls from the bank that they could help save me money etc etc. I arranged a visit and they advised I should consolidate an overdraft, existing loan and a credit card. I like to think I know what I am doing generally with day to day stuff but always seem to go to pieces when bank people start advising you on stuff !!
Anyway, they advised me a loan to cut down my payments. However they told me my credit rating was bad. So I ended up taking a loan out at around 19%.
After two - three months of making payments and seeing the loan hardly go down I decided I wanted to investigate this some more.
I check my credit rating and it was fair and apparently well within the region of the general population.
I then applied online with Virgin. I was able to take a loan out there and then for just over 7%.
I immediately paid back my bank loan but was stung with a £1000 payment fee. Despite being annoyed with myself for letting this happen and the bank for talking me into this at least I knew with the new loan despite this £1000 in the long run this was a cheaper alternative.
I did however compain to my bank and got the usual rubbist back !!
However since successfully claiming back some PPI on a loan and currently working on bank charges I am thinking about looking into this one again.
However can I complain after complaining previously? I am sure the letter at the time said if they didn't hear from me with in so many days I could never complain again?
Has anyone experienced something similar and had any success in claiming anything back?
Any help or advice would be much appreciated .....
