Can't leave neutral feedback

After typing the message and doing the ratings I get another screen with a warning I'm about to leave neutral or negative feedback with 3 tick boxes.

You're about to leave negative or neutral Feedback.

Carefully consider the following and check all the boxes before you continue.

I have contacted or tried to contact the seller to resolve issues
Email the seller or request additional contact information, such as a phone number.

I have allowed enough time for the item to arrive
Depending on the carrier, mail can take 2 weeks or longer to arrive.

My comment is factual and avoids personal remarks
Please remember that Feedback can't be edited or taken back.

I ticked the last one and try to press the "Leave Feedback and Continue" button and then nothing happens. No response from the button at all  Tried on two different PC's and two browsers.

Has this happened to anyone else?

I would say you have to tick all 3.

Yes, you need to make sure you've ticked and done all three.

Yep, you need to do the top two (not just tick them)

I was interested to note a few days back that it's not possible to leave negs or neutrals until 7 days has passed.

The "check all boxes" in the first sentence kind of gives it away. I'm so dumb sometimes :o

I should really learn to read ;)

Yeah I think thats true, I got an item from a powerseller, seriously not as described, they refused to take it back etc and we were still within the 7days, so I had to wait before leaving appropriate feedback..V frustrating..
