If I close IE and all other internet using apps p2p, torrent, xbox is off etc why does it still show a small amount of bandwidth usage?

i think you find this is the router polling every now and again saying " I am here still connected"0

Probably just network overhead, possibly random portscans, etc. However, you may want to run a scan for spyware/viruses - constant packet transfer can be a sign of these nasties0
