Question for the UPVC window experts

Hi, just need a bit of a steer so I can challenge my builder if necessary. We live in an early 70's house which is of brick construction mainly, but also has (had) that hideous white PVC cladding on the front and back above the lounge window, up to the bedroom window. We've had the cladding removed together with the blockwork which was underneath it, and this has been replaced by brickwork by a builder. They haven't yet finished but I noticed tonight that they have left a gap of around 30mm in between the top of the brickwork and the bottom of the bedroom window cill. They had left before I got home so didn't have a chance to speak to them about it, but should there be something in between the bottom of the window and the top of the brickwork? Some kind of packing to support the weight of the frame. I assume the frame is fixed into the wall through the sides but am concerned that it will sag if there is no support underneath. It's a big window, approx 2400 wide by 1200 high. No doubt the builders will be filling it with something but I could do with an expert telling me what it should be so I can check they do it right.
