A banker is someone who lends you an umbrella when the sun is shining, and who asks for it back when it start to rain.

If using XP, see also How to troubleshoot TCP/IP connectivity with Windows XP.0 -
It's regarding your internet connection.
It seems that the software requires internet connection to be installed, probably for registration purposes.
Are you connected to the internet?
Check with your IP (Internet Provider) if they know of any reason why you can't install this software.0 -
It's highly likely that the TIS CD you're using is only available to dealers, so when it loads it looks to the central server to download the latest Technical service Bullitens (sp?) and authenticate the user.
I'm presuming you're not an 'official' user of the system?
The older CD's used to work fine without a connection to the central server but the later ones require this for authentication to stop cracked copies leaving the dealer network. This was claimed to be put in place to stop anyone with a CD accessing information that shouldn't be put into the public domain (like bypassing alarms and getting codes for radios), but in reality it was to force you to visit a dealer as you can't get the information needed about the system.
