Can council (legally) charge for bins

I've just moved into a new property in the Shepway district and discovered that there was no wheelie bin (apparently had been pinched by a neighbour some time ago). I contacted the council told be told there was a £35 charge to replace a bin and that no rubbish would be collected unless we had one. Duly paid the £35…

Not only that, but you don't even own the bin. It is the property of the council.

In that case I would play their game. As the website clearly implies a purchase and therefore ownership, I would wish them to provide written confirmation that they have no rights over the bin in question. .... I know ... I'm a pedant
