Sundays in Europe

Hoping to go away, probably to Bruges, in December. We'll only be staying one night as this makes the crossing significantly cheaper. We were planning to go Friday-Saturday as I had thought that Europe tends to shut down on Sundays, but my dad seems to think that somewhere like Bruges, particularly in December, should be okay as its quite touristy (Saturday-Sunday would suit us better). Does anyone have any experience of this? Also, if anyone knows whether Cite d'Europe will be open - I believe its usually closed on a Sunday, at least it was when I was last there, but perhaps December will be different.
