Having problems with my Ebay/Paypal accounts

HI all,
Just after some advice really so here goes........
I bought an item on Ebay yesterday and when I went to pay it said I had reached my Paypal sending limit of £1700 and to remove this I had to get verified. I went on to my Paypal account to check as I thought I was already verified and I was. I contacted Ebay who said it was up to Paypal to sort it so I phoned them and they said it was Ebays problem as Paypal have my account as verified. When I phoned Ebay again they said it shows on their computer as verified also and it must be Paypal who are holding something up. I have been back and forth so many times today my head is buzzing and it still isn't sorted so any advice from anyone would help as neither Ebay or Paypal have been any
