Hanging cables

In my new house there are two white sheathed cables hanging from a hole in the ceiling of the utility room. Inside each white sheath it looks like there are two separate cables (not sure of colour of plastic coating as they are quite far inside and I didn't want to mess around).
Is there an easy way to check if these are mains cables ... If poss I'd like to use them to connect carbon monoxide detector to the mains. If not, they need cutting, preferably without killing me, so I can fill the ceiling hole. No clue what they have been previously used for as house was sold on probate and vendors don't know house very well!!

If any of the live wires are slightly bare at the end you might be able to touch them with a mains detector and see if it lights up. Unless you're 100% happy with doing this and know the risks, then call an electrician. Not only will he do this for you safely, he will also be able to tell you about any other potential problem areas in the house. Worth every penny IMO.Pants0
