If you reduce a credit limit, it gets reported on your credit report. A lender can't tell if you requested the decrease or if the card provider reduced it after reassessing you from a risk point of view.
Unless you really need the card, it's better to close a card with a high credit limit so that it stays on your credit report as Settled and shows the higher limit. This way if you ever need to speak to an underwriter you can refer them to your "normally high" credit limits
